Slavic Federation and Orbitals

What's the best possible way to utilize orbitals to the best of their ability with the Slavic Federation? Do they really provide any formidable offensive use? Something that can change the tide of battle or hell, the economy. I've mostly utilized ground units throughout my time with BE but have found no use for orbitals beyond the usual Solar Collector.

Any suggestions?
 
The best way would be to either rush Climate Control or Civil Support and start spamming. A Weather Controller only requires 1 Petroleum, which means you can build four just from your starting resources, and a Holomatrix won't need any Floatstone, so you can build at least two and don't even eed to research terraforming.
It's one of the weaker abilities due to the required tech investments, but once you have the tech you can have very good cities.

there are ways of teching faster, simply killing aliens is one of those ways. but investment would be a requirement for really anything to do with satellites, unless it was: 1 free satellite of your choosing in all cities every 10 turns (tech not required). with scaling obviously.
 
Offensive orbitals are really, really good, but unfortunately you can't use them much because there are very few ways to shoot down enemy AI's orbitals and they spam them like crazy. There really needs to be a unit that can shoot down orbitals from 2 or even 3 tiles away, so you can put up tacnets/spy satellites/orbital lasers where they actually make a difference in combat.
 
On the topic of orbital strats how can you tell what orbital strike range you are up against around an enemy city? Aside from trial and error?
