Slow on fast system?

First of all: hello to all Civfanatics out there!

Recently I've bought a new computer which I consider to be up to date, but civ4 runs extremely slow on it. I don't have any problems with other games like Call of Duty 4 (highest settings) and Company of Heroes (highest settings). The computer only has problems with CIV4 BTS.
My specs are:

DFI NF680i mobo
Intel Core2Duo 6850 (running at 3,00 ghz)
Artic Cooling Freezer 7 pro
2Gb OCZ memory
2 XFX 8800 GTS 320Mb in SLi
2 Western Digital Raptors 150 Gb in RAID 0
2 Maxtor DiamondMax 160 Gb in RAID 0
Creative X-Fi Fatality
2 DVDwriters
Thermaltake Toughpower 850 watt

I use M$ Windows XP SP2 with all the latetest hardware drivers and M$ patches. Also I use the 3.13 patch for civ4 bts (which seemed to have some improved performance)

The main problems are when I end the turn and the other leader come and bother me with proposals (like open borders agreement, declare war on...). I have to wait for nearly 30 seconds for each leader to appear! Most annoying because most leaders come to me every turn.

I've set the game to the lowest settings, but this doens't seem to work. I've also cleared the cache, defragged the hard drive, checked for patches and reinstalled the game. None of it works.

Could anyone give me a clue as to increase the performance of Civ4 BTS?
 
Well as I said in my first post, "...with all the latetest hardware drivers...", so that includes the latest graphics drivers (nvidia 163.75).
