when the city's get larger and theres more units my laptop begins to slow down and it is really noticeable. I am already playing on the lowest resolution and graphics settings, so i was wondering if there was anything else I could do to improve performance I have an Intel(R) core(TM) i3 CPU, is there like a driver or something I can install?

No, there is no fix to this.
This game is very taxing, and the developers can only "fix" it by streamlining the code.
You can play on smaller maps with less AI and CS and avoid building a lot of cities.
You can go for an i7 and 8G of RAMM and a decent video card. Even an i7 with HD4000 GPU is not bad.
