I seem to be the only one affected by this.

When I'm not the host of a game, the game runs smoothly and fine, but it's only when I am host does the game do slow turn transitions, which is weird because it'll sometimes go slow and sometimes very fast, these are in the early turns of the game, and people rage extremely fast once it starts to go slow, even when I put warnings on me being host.
My ping is excellent in all the games I play, so it shouldn't be different here, my old computer was capable of hosting games without slow turn transitions being an issue, it's only with this one something is up.

Windows 7 Ultimate 64 bit
6.00 GB Ram
Intel(R) Core(TM)2 Quad CPU Q6600 @2.40GHz
ATI Radeon 4800 Series
What am I doing wrong for the game to be slow during turn transitions? (The game is PERFECTLY fine during the turns, it only when it tries to ticks over to the other turn does it take like 20-30 seconds!! During the early game).
