Slowdown in Diplomacy

When I talk to another leader it takes no time to load the screen but after the initial load i cannot do anything for about 20 seconds (Top of the line computer). I was wondering if others were having the same problem. I tried lowering the detail of the leaders but that didn't help. On a side note, is there a way to increase the amount of turns a resource trade lasts. I almost don't want to make the resource trade because I'm stuck in the diplomacy screen for so long.
