Its a graphics driver and it should be on you civ2 disk. Probably it was corrupted or overwritten by some mod or other operation. You ought be be able to reinstall it from your civ2 disk unless it is in some compress form that requires reinstalling the whole program. Even in that case you case install another copy of civ2 into a different folder, and then transfer it from there to the original folder.

I have seen where some persons have got a smedsnet.dll error when they (incorectly) tried to unzip/open/RUN a patch reather the unzip/copy it to the civ.exe file.

From what I've seen this is a problem with the initial release of Civ 2 v1.0, for some reason the file was not included and for some other reason it wasn't included in the patches either. Here is the Civ 2 Classic 2.7.8l version of the file.
