I just played a game where America won a diplo victory with 7 votes. I was 4 turns away from Utopia. Civilopedia is very vague on this, but I've never seen anyone win with less than 10. There were 5 Civs remaing including myself, and 8 remaining CSs. I got 2 votes, Greece got 3 and America got 7 (1 from building UN). Do those #s sound right for America to win? They got 7 (6+1 for UN) of a total of 13 votes cast. I've been in very similar games and seen an AI get 9 votes and not win. Why is Civopedia so vague, why don't they have a fixed pertentage or something like that.
I went back and used my gold to buy off America's weakest ally, thus abandoning my bidding war with Greece for my cultural CS and won the game I rightly deserved to win. I don't recognize diplo as a valid victory condition as it stands. I usually like to cut the # of CSs down to 8, rather than just turning off diplo victory condition.
