I lost a game against the computer at the highest level of difficulity. I set up a game with just myself and one random opponent. I raced to win with a space victory. I was nearly there (I had all five parts underconstruction) when I got blown away. The computer built the United Nations and gave himself 2 votes and a diplomatic victory. There were no city states. Just me and him.

How did he get 2 votes to my 1?

Because you get 2 votes, if you built the UN.
