[GS] So a Rock band just override my Statue of Liberty

Not sure if this is a bug or not but I just have 2 of my city flip to free city in consecutive turn due to a rock band spam. One had the Statue of Liberty while the other was 5 Hexes away. What the point of that wonder if it doesn't do the only thing its in the game for?

Sorry if this has been mentioned before I was just surprised by it. Like the Big Ben stealing 100k gold from me and causing me to go into negative gold my 53k.

While I am here I lost the wonder, Mausoleum of Halicarnassus to rising sea levels. Which is annoying but part of the game. However, I was not able to rebuild it elsewhere. I thought if a wonder is destoryed it becomes available to build again. I am wrong on this one?

Does it still give the loyalty bonus or is it now just a diplomatic victory point? I built it in my last game to get a diplo victory, didn't see anything about loyalty when building it.

IT says 1 victory point when built. and " All your cities within 6 tiles are always 100% loyal. "

I do think Dido is immune to it in her coastal cities, however. At least it seemed like that when I tried it in my game.
