So how does Terracotta Army XML work?

I looked through it, there is nothing I could find that would make it do what it does. I'm guessing it's hard coded somewhere separate for some reason. Anybody knows?
 
The free units? It's done via <InstantMilitaryIncrease>1</InstantMilitaryIncrease>, which leads to hardcoded functionality to give one of each, you can't change the units that are granted.

For normal free units, use the <Building_FreeUnits>-table instead, or grant them via lua.
