That's too harsh. Don't forget, they [the Trojans] had fought a valiant and parlous defence for 10 years, survived under siege and worn the Greeks out. Priam just made the one big mistake: being naive or humane enough to assume that his foes really wanted to reconcile.
My nominations for "crappy ruler:"
1) Ethelred the Unready, who almost bankrupted England to pay protection money to the Danes, and was then deposed by them anyway.
2) John Plantagenet, the prototypical "Bad King." I'm sure Robin Hood would agree. Tortured, starved, dispossessed or murdered half the English proletariat, provoked most of his nobles into rebellion, got himself excommunicated, and reversed the invincible military reputation his brother Richard had earned for England. He even grovelled to the Emir of Cordova in search of support - that's like today's British Prime Minister offering voluntary submission to the Duke of Leichtenstein.
Ironically, the present day citizens of Britain, the United States, Canada, Australia, India and several other countries enjoy the honesty and fairness of a British-style justice system because of King John's villainy. It was only due to his misrule that the Magna Carta was drafted, which was the basis for most fundamental civil laws in England thereafter.
