Thought as much. Just read this the other day, but been playing for about a year now. Never seen the 2 techs. lol.

Note that this is the G&K article for Rationalism.

I think the cut from 2 techs to 1 was only for BNW.

The exclusion rule was definitely dropped for BNW along with a few other changes.

I have started a draft version of this to update to BNW.
