Some civs never respawn?

I played a lot of games in this mod (BTS 600 AD) and I never saw the Greeks, the Cathaginians or the Ethiopians respawn. while civs such as Egypt, India and Persia respawn in almost every game. Is this intended?

The Greeks usually respawn in the 1700 or 1800's as a vassal of Germany. Carthage rarely does so (if their capital even exists--it's not usually present in the 600 AD map) but I've seen it before. I've seen Babylonians, Persians, and even Mayans respawn. But Ethiopians--never.

I frequently have greeece and Carthage spawn. greece is a vassal of Russia or the turks, but Carthage is almost always Spains.

Every civs can respawn. However, some have bigger chance than others (that's intended).

I have not seen ethiopia (re)spawn in the 600AD start as of yet. It was the only nation in Africa that wasn't colonized in the Colonial Age. I'd like to see it more often. Maybe a not-playable spawn somewhere between 1500 and 1800?

I've seen the Greeks and the Carthaginians respawn. In fact, in the game I'm playing right now, Carthage just respawned with their capital at Melilla. I don't think Ethiopia ever respawns in the 600AD start for the simple reason that nobody ever ends up building cities in their flip area.
