Some newbie questions...

As you can tell by my registration date, I'm new to this website and relativley new To Civilization 3. To start off I have a couple of questions I can't seem to find the answers to:

1.) I currently have an embassy with every civ. left in my current game, but I can't make a MPP. What tech gives me this ability, or do I need something else?

2.) I've read a few posts and a couple of people have mentioned Facism. What is that? It's not any government that I know of. I have civ 3 gold if that matters.

3.) What is so good about Republic? I usually take communism ASAP because corruption destroys me, but everyone seems to love republic.

That's about it. Any answers would be great, and I love this website :D .

In vanilla civ you should be able to do it with writing or map making. In Civ Conquests you need to wait until Nationalism.

Check the Civilopedia.
Fascism makes your workers work twice as fast, has huge unit support, a lot of corruption and no war weariness. Good for a small nation who wants to wage war against neighbors.

I don't know the answer to this question, but I advice against MPP's they usually drag you into AI wars on an in-opportune moment for you.

Its a government that was included in the Conquest expansion. Civ3 Gold edition does not include the conquest expansion. Sorry.

If you start a standard epic game, you start in the ancient age.
The game has an exponential growth nature, the earlier you gain something, the better that gain is.
If you aim to win the game vs the AI in the most overwhelming fashion in the least amount of turns. Then the best way to do it is to expand as fast as possible, as early a possible. Doing this correctly, you should be able to reach near the domination limit before you get to the end of the middle ages. At that point, you basically won the game, and any thing that comes after that is no longer very important.
So the most important government choice comes in the ancient age. Do you use republic, or do you use monarchy?

Republic gives +1 commerce to every tile that already produces one. It almost doubles your commerce.
So take a size 12 city, all 12 citizens working tiles with a road. The republic bonus now amounts to +12 commerce.
The monarchy bonus for this city amounts to paying the upkeep of 4 units.
You can use the 12 commerce to pay for 12 units. But you usually don't need that many units, so you can spend the extra commerce on research instead.
If you have less than 4 units per city in monarchy, then the unit-upkeep bonus is just lost, and can't be used for something else.

So the commerce bonus from republic is generally way superior to the advantages of monarchy.

Corruption is a non-issue. No matter how corrupt a city is, every new city always adds something, You only need to not build any improvements that cost maintenance in such cities that are 95% corrupt. Farm specialist instead.
 
Nationalism is required for MPPs in all versions. I'd also advise against MPPs, but they can be useful at times.

One of the reasons Republic is so popular on the forums is that most people here play Conquests, where Republic was given some unit support. You generally want to get out of Despotism as soon as possible, which means using either Monarchy or Republic, and of the two, Republic is nearly always a better choice. After that, switching governments again usually isn't worth the extra period of anarchy unless you're a Religious civ.
