Can I ask what the AI limitations were that caused you ditch the Pirates scenario?
Yes you can and I will even try to answer.
There where a plenty of tings, looking good and possible to do in the editor. Most of this where working for human player but never working if player is AI.
For example using additional specialists like suggested seems to be nearly impossible for AI-players. AI players also never will use the terrain improvement airports; this is a pity, becouse I designed airports for somthing like "Sailing around Cap Hoorn, without having that Cap on map." AI players never spreed out searching for treasures and naval treasure units (= sort of naval pricess) never where captured by AI. Then there was a unit, "representing" the player. Similar to the shogun unit in the C3C-Shogun-Scenario, this unit was able to upgrade during the game - becoming better an better. AI-players did not use this unit correct. And so on, many things that shows: If I want to make a scenario working, I have to do it like all other scenarios out there are. Creating a unique pirates!-feeling in a C3C-scenario seems to be impossible.
