Note:
this is an edited post which i started in the tourney section.
since i found out the mapsize depending optimal city numbers by now but didn't want to post this in the turney section (where it doesn't belong), here the new thread (also easier to find under this title):

well, corruption is a verry complicated matter. for those for you who understand german here a link to a fantastic post:
http://www.civ2-forum.gamigo.de/showthread.php?s=&threadid=6405

corruption is composed of two components:

1) corruption because of too many cities
2) corruption because of the distance

the optimal number of cities depends on the mapsize:

tiny: 12
small: 14
standart: 16
big: 24
giant: 32

the fp doubles this number.
any city above this number gets double distance corruption.
among other things difficulty plays an important role:

* Chieftain: 100% of the optimal city number as defined by mapsize
* Warlord: 95%
* Regent: 90%
* Monarch: 85%
* Emperor: 80%
* Deity: 70%

corruption because of the distance is influenced by the gouvernment:

* Despotismus 100% EK (distancebased corruption)
* Monarchie 66% EK
* Republik 66% EK
* Demokratie 44% EK
* Kommunismus:each city has 30% EK

an important fact is that in non-communist gouvernments the distancebased corruption depends on the distance to the p or fp, depending which is nearer, giving good reason to build them as far away as possible.

as an example the optimal city number for small is 14. by building courthouses you can increase this number to 18, to 22 together with policestations (each giving +25% to optimal city number).

so on regent, 14*90% =12.6=13 is the optimal number for a small map.
lets say the fourtenth city would have 30% corruption because of the distance, you would end up with 60%.
