Where did you get FIVE VCs? You only have two since the only two territories you've taken from another player this entire game was Indonesia and Madras.

Also, reinforcements can only be used for divisions. Forgot to update OP about that but it was in the other update.

Edit: After reading a bit into the orders, it looks like some people thought VCs=what you won.
