"Sorry, It's out of our hands"

Does anybody know what this means? This is the argument I get when I try to get a vassal. There are currently free, at friendly terms, and are very low in score, but this is the last thing keeping me from getting a vassal.

You or they are at war with someone they cannot decalare on because of a peace treaty.

OR: I've only seen this once but if your cities are too far away from theirs I think I have gotten this as well even if both nations are at peace.

In this case, the message I get is "Your land is too far away."

Yeah, usually. But Once I got in a huge world map. i was Roman, and Monty said "sorry its..." even though we were both at peace at the time.
