I think I have the perfect solution to what determines a civilization.
A civ is the Soul. the fundamental core of your identity.
from then we have the Mind. the 'clothes' that you wear that determine how you act.
and lastly we have the Body. the body that you act with.
The Mind is a zeltgeist, and the Body is a state. An example: Greek is the soul, Ancient Greece is the Mind, and the thousands of city states are the thousands of bodies you have. If you lose your Soul, it is game over, but you can lose everything else. You can split up your body into pieces.
So, why this? Because what specific state (body) gets to rule the roost determines the Mind of you. If Sparta became the dominate Greek city state, the Greek 'geist' would be very different. By picking and playing with one Body, you are saying 'I want this Body to define my Mind'.
Everyone should be allowed to influence everyone else. The romans should give some traits of their Mind to the Nubians, who in turn give it to the Incans, and so on and so forth. Everyone splits, merges, and destroys Bodies.
