Spaceship victory question - feature or bug?

Hi all. Question about Spaceship victories.

OK, so I captured China's capital city when they had 4 out of 6 Spaceship parts. But then they built the last 2 spaceship parts in their new capital (without building the first four!) and won the game. That was very frustrating, because logically speaking I would think that if I captured their capital why would I let them take their spaceship parts with them to their new capital?!?!? Surely they would have to start their spaceship from scratch again.

So, is this a feature of the game or a bug? It doesn't seem fair that a Civ can continue building their spaceship as if nothing happened, when they lose their capital to another Civ.
 
I can't see this as a bug. Saving all 6 parts removes the capitol location from the equation altogether.
 
Good point. :) But I don't think the computer AI keeps parts around. They usually add them straight to their spaceshiup, otherwise you would see the parts as units when invading. I have on 1 occasion spotted an enemy Spaceship part as a unit and killed it, but that is because they just built it and were transferring it to the capital (I got lucky :) ), so given the amount of invading I usually do I would surely see the parts more often if the computer AI tended to save them up for the end.
 
If you want to stop a spaceship from building you have to do it early Kill their highest population cities and they wont be able to go to the late techs..
 
... or have the production to build them. As to your question the same thing happens to the player if they lose their capital. Think of it as an emergency evacuation, where the government rushes its most important secrets out of the city, which in this case is the spaceship parts.
