I think that militaristic, scientific, and expansionist need to be improved.

Commerical and industrious needs to be toned down there too powerful.

Religious I think is OK for now.

Militaristic needs to have like 1 in 9 chance to get a leader. Even higher like +15% increased chance of getting veteran or elite status. And to add +1 ability for unit to police all city regardless of gov't and +4 units support free regardless of gov't.

Scientific needs to be improved by giving them a science bonus like decreasing the time to make a discovery by 20% or 10%.

Expansionist needs to have population growth rate increased, by reducing their food box by maybe 25%. Also barbarians will have even less chance of appearing too.

Commerical in metropolises needs to generate less trade, like only the first 9 inner squares will produce an extra trade instead of all 16 of them. Maybe less because that still is alot more trade per city.

Industrious in metropolises should be the same as commercial, less sheilds be city squares. Besides workers have their speed reduced too.

Religious have a cultural advantage is that true?
 
I think the civ-specific abilities are alright how they are, except Expansionist is fairly weak. It could be tuned up by having settlers only cost 1 food instead of 2 in addition to it's other advantages.
