As of writing this post, at least one proposal for 15 civs has been sponsored, while 28 civs remain unsponsored.

Remember that all civs need to be sponsored in order for 4UC to be integrated.

The Sponsorship Phase is scheduled to end on July 23rd at 10 AM CDT (extended), but if 65% of the civs, or a similarly high proportion, remain unsponsored by the end of today, I'll need to take some kind of action. Suggestions as to how to proceed are welcome.

Well, this is only part of the "a lot of extra works" issue I mentioned previously.
Not to mention a lot of unique mechanics (interesting or not is personal take, but still unique) have been changed to no longer need dll integration, which kind of defeats a big part of the purpose of the merge in the first place (easier to make change to 4UC due to dll integration with main mod)
Again, as I said, if the devs are willing to put in the extra effort bla bla... Pretty big IF though.

Imo there're already enough contents in 4UC alone I think ppl can just find what they want to play with (or even just make the modification on their own, seeing that a lot of the 4UC elements changed to just database mod) instead of having to go through the whole World Congress debate and discussion, which now would take a lot more to balance given a tons more contents added.

Also to be clear I'm comparing the integration with playing VP + 4UC mod mod, not VP by itself. Having the whole VP team taking care of 4UC would certainly better than waiting for someone to take over for dan if he were to retire still, but again, only if they want to commit.

Excuse me for my programming ignorance but why does it need to be DLL integrated if it works just fine without it?

DLL integration is cleaner.
It will likely make it far easier to future modmods to use.
It will make code cleaner, which makes future code checks easier to understand
It will likely reduce chances that bugs or CTD's occurs.
It shoud also make the processing quicker, so faster turns (compared to without)

DLL integration is very good, but not what excited me about integration.
It is required for AI recognition of the abilities, so definitely necessary as part of the integration. (Plus VP has a strict no-Lua policy outside of UI and pregame stuff)

Updated the list.

What programming language or university course do I need to take to learn everything I need to know before I can sponsor? I'm hard at work learning C# currently but I don't know where to start and where you guys learned the applying part

C++. Although, it could take you some time to learn both the language and the project.

The database code is written in SQLite and XML, the user interface is written in Lua, and the DLL is written in C++.

Artwork requires a whole other skill set, I'm not personally sure how to do it.

what do you mean "recognition"? They just use the abilities without knowing what they do?

Maybe the schedule is a little off? In fact, many people are on summer vacation.

Some sort of guide or simple "how to" would be helpful. Are there any examples?
A guide to modding? You have one in the stick threads:
