To have a specialist,you need the right building: library for scientists, for example. Then you go into the city screen, and you'll see a + by the slot labeled scientist on the right side. This city has 3 scientist specialists:

It actually has 7. One of them has a chevron over top of it, which is BUG's way of telling you there's 5 of them there.

Yes you should, it's a great addition. I wouldn't consider playing the game without it.

Never used it - oh dear, what is the world coming to? Q: If you don't use it - how did you get that screenshot?
Oh, I missed that one. It's not true, if you're running Caste System you can have as many Scientists, Merchants and Artists as you want without needing the appropriate building. That's obviously the civic being used in the screenshot as there are no buildings present that would allow for that many Scientists. There's only a Library there, which only allows 2 of them.
