Spies as passengers on ships.

Does a spy which is a passenger on a ship which is docked in a friendly port city have a reduced chance of being detected? Being on the ship does nothing to interfere with the espionage options. In my own non-scientific examination it seemed to me that the spy is never detected. I could be wrong, so I thought that I would ask the forum.

I think? I have had spys on ships in other cultural borders that have been detected.

In BTS latest patch spies on ships don't get caught unless attempting missions, but also never get the EP reduction for stationary spy (although they CAN conduct full-price missions).

Probably your best bet for cheaper missions late game to avoid the diplo hit.
