I've heard two things regarding spies.

I've heard that spies in your cities helps defend against rival spies. I've also heard that it doesn't, only counterespionage does.

Which is correct?

Both are correct. As Spies will only reveal spies that are on the same tile as them. Check it out in World Builder.
