Spontaneous Texture Problems

Hi, earlier today I was playing a game as Portugal. I saved, and quit like normal and came back to play an hour later. Unfortunately I encountered a texture glitch effecting all non-forested tiles in the game, pretty much making my eyes bleed. So I verified game cache, uninstalled, and reinstalled and the error is still there.

It effects all new games with different settings, as well as all my previous save files. As I have already deleted local content and reinstalled I'm not sure what I can do. Below are some images (sorry about massive size).

Have you manually deleted the files in My documents > My Games?

Which files would those be. Also worth noting that the game works fine in Direct Ex 9, but not the recommended 10 or 11.

Might be a corrupted driver, try to re-install (and update) that graphic driver.
I do however have the feeling that it might be just the graphic card be dying on you... have you had any similar troubles with other games lately?

This one: GraphicsSettingsDX11.ini?

Any of the config files. This is where your saves are, so if you want them, do not just delete the whole CivV folder.
