spread corporation to vassal?

I want to spread mining inc to my vassal (Korea). He is friendly, he has iron, but I keep getting the "cannot expand mining inc within korean borders". I've dealt with this before even in this game by using diplomacy, got my vassal (Russia) to change economic civic. But for Korea the option to change civics does not appear. I cannot even see what civics he has.
 
Screenshot would help. You could try gifting the executive to Korea.

I'm not certain the issue. Ofc, you have to be in the civic that you want someone to switch to. He might be in anarchy at the moment or cooldown.
 
My suggestions:

1. Civilization is now in anarchy
2. The right number of turns hadn't passed since the change of civics
3. You are playing with some heavy mod and the right economic options are simply not available with the current form of government

Some DLL extensions allow you to see other people's research right in the scoreboard, and there it is easy to understand that the civilization is in anarchy, because in that case it will be displayed that the technology will be studied in 1000+ moves. Or less, but also a lot
 
If you and Wang Kon (or whatever other leader if you're playing unrestricted) are both running mercantilism, you won't have the option to switch him to another econ civic and foreign corps have no effect for him. (Or it might be the anarchy thing as the others pointed out.)
 
Thanks guys, but no, its not an obvious civics problem. I would always be in Free market for Corporations and it wasn't his civic that was the problem anyway. As I stated the problem was that there was no option to change his civics.
 
You can see which civics the other nation has in the Info tab under Foreign advisor, even if you cannot ask for change in trade screen.

Also they might not have the Economics tech to unlock free market in which case the option to adopt if won't appear.
