Spreading Corporations

How do you spread a corporation to cities other than the one you found it in? In my games I'll spend a great person to found it and then there's no options in the city to build any executives or anything in order to spread it so it spends the whole game sitting in only the city I founded it in. Is there something wrong with my game or have I missed something?

Are you running the civic that doesn't allow corporation spread (state property I think)?

Also you'll need some amount of gold to spread it into each city

Of course, the option of losing the resource that the corporation requires could have been another possibility too.

Both of those would prevent him actually spreading the corporation in another city, but wouldn't stop him building the executive.
