Ive found a way to spread yor religion to and AI with Theocracy (no non state religion spread). You just need open borders, then gift the missionary to them, they'll spread the religion themselves.

Awesome. I wonder if they'll do that with corporation executives too... Nice work.
 
How do they spread it to themselves if they're running Theocracy? They would need to switch their religion civic to something other than Theocracy first.

I'm assuming they just fortify the unit until they are running something else, and then they say "hey, i should probably use this missionary..." Just a guess.
 
^ you can spread a 'foreign' religion to yourself with your own missionaries under Theocracy. You only keep out missionary spread form other civ's missionaries (unless they are also your state religion)

I've done that, too. It's very efficient with Tokugawa to make him adopt you as a friend. Usually I slip him a couple of techs to make him open his borders, then I gift him some missionaries. It's not long before we have same religion, a deep and warm friendship and lots of trade. And usually he begs me to make him my vassal some centuries thereafter.:D
 
Yeah, that totally sounds like a bug/exploit. Because the Theocracy civic is described as "No non-state religion spread", regardless of who owns the missionary.
 
^ It was specifically changed "No non-state religion spread" is designed as a benefit rather than a Punishment

I personally think that Making Theocracy more like Mercantilism (non-state religions act like they are not there) would be good, but you would need some more bonuses for Theocracy. Or some effect that would make you want to get rid of non-state religions... like with Divine Right +1 more Happy with State Religion, 0.5 Unhappiness per Non-State Religion[if State Religion].
 
I know its a bit unfair, but I've only done it a few times, and its not so huge is it, really?
