haven't got more techs stolen but got some nice gold from treasury steal

haven't been able to tech steal for a while now. im not sure what the problem is

very strange i can't seem to tech steal from my close opponents. i got optics and machinery from other civs

got bureaucracy and theology from tech trading.

hmm. this doesn't seem to be a truly playable option. i've been at 80 percent spy for the past 17 turns and cant tech steal, going research instead, only takes 4 turns
