Spy relocation still a bug?

I have multiple spies and I cannot relocate them to any of the 3 late game civs I met. Is there something I am missing? Are there criteria that must be net for spies to go to certain civs/cities? If not then I assume this is still a bug?

Fyi - I have tried reloading the game and it still doesn't work.

Do you have an Allegiance with them? I think if so you can't send a Spy.

No I actually do not have any allegiances and the civs I'm trying to get to are unhappy with me as it is.

Have you actually located the cities you want them to go to, or have you just met the civs? If the civ comes across you and you don't get to see any of their cities, I don't think you can actually put a spy anywhere until you find the cities.

Can you post a save file showing your inability to move spies as you desire?
