Suppose I have a kick-butt culture city along my border, and it's pressing hard on some rinky-dink city that a rival owns.
Suppose the pressured city's culture is at, say, 80% mine 20% theirs.
Obviously, there's a chance for revolts to start occurring at random. And sometimes the city might just decide to flip and join me altogether.
My question is this:
If I use a Spy to incite a revolt in a city that's in danger of being flipped, can the resulting revolt lead immediately to the flipping of the city? Or are "revolt" and "flip" two different calculations in Civ4?
Basically, I'm wondering if I can use spy-spam to make towns flip faster if they're already in danger of doing so. (And not just by using the Spread Culture mission.)
Anyone know?
