How do I use spy's? I have made an ambassady at all my "friends" and foes but my advisers says that I should use spy's I dont know heat he means.

2. I have buildt all the ss tech and the apollo program. but I can't build the shuttle I have all the resources that I nead aluminium and uranium. The resources dont need to be inside the city's culture radius, or?

For Spys. BUILD THE INTELLIGENCE AGENCY. Then double click the pentagon that appears next to the city.

The resources need to be within your culture borders, but not a city radius. If you don't know the difference, check other threads or your manual. In addition to having it inside your borders, YOU MUST BIULD A ROAD/RAILROAD TO IT, AND CONNECT IT TO YOUR CITIES.
