I saw the video of tactics during which the player has built the first city near the opponent's capital and conquered after one turn. It's really risk, but I would try such method too. So, the question is when two cities are near each other, is it possible to obtain one or more neighbour squares both of them?

If the other city is not currently working any of the "shared" tiles, you can manually work the tiles in your city with the "Custom" mange workers setting (shortcut, click the left stick). This isn't usually very helpful unless you manage to nab the only two trees a capitol might have, which robs their production and makes it very hard for them to defend themselves without gold.

The other city can never force you to stop working the tiles once you have them, even if it culture pushes you; as long as you don't mess with the worker settings, you'll still be controlling and working those tiles. You *can* force a city to stop working tiles you want to nab by declaring war and standing on the tile with a unit like a warrior, just be aware they can do it to you too!
