ST4 - Emperor Tweak

Good stuff RJ,

I have to say the thing I noticed most about the mod were the Taxman & Scientist changes. The extra tech required for the Spaceship just seemed to prolong the game for 6 more turns without giving much back.

I actually used a couple of Marines taking one of the Indian island cities but as I've never really used them before I haven't got anything to say about them :)

I look forward to teaming up with you guys in another SG real soon. RJ knows what a back-handed invitation that really is :D
