OK, for stability...
Is there a basic penalty for all the starting civics? For example, in the case of Labor, the 'base civic' (Tribalism) doesn't list any penalties or bonuses, but the next three civics as you advance (Slavery, Serfdom, and Caste System) all carry either national or per city instability penalties... This leads me to believe that tribalism is actually a more stable civic for your empire than any of these choices - is this correct?
I get the idea that slavery would be inherently unstable, so not questioning it, just wanting to understand the base mechanic. I typically have a lot of trouble holding my empire together (especially early) so I'm typically choosing civics for stablity.
