Don't need a mod for this. Go to diplomacy screen, select "Let's discuss something else" choose "Why don't you attack..." and then select city. You can also direct research from the same screen.

WOW! That's all new to me. I should give it a go. This changes a lot in the game I suppose? Do AI get prepared for the incoming war?

No; it just causes the AI vassals to prepare for war with the target.

Well it's still good cause now you don't only tell them where to attack but also when to attack, you know what I mean
