Actually, Hitler was the chancellor and President, an office he temporarily combined into the title of Leader. Similarly, you'd have to agree that Mussolini (Prime Minister), Zog I (King), Francisco Franco (Regent), Park Chung Hee (President), Qadaffi (Guide of the Revolution), Stalin (General Secretary), Kim Jong-Il (Chairman of the National Defense Commission) are all only De Facto dictators, but not De Jure dictators.
 
None of those are dictators! ;)
 
There is no precise definition of dictator and its not like they would take office under that title, even if they were by our own judgement. What does it really matter anyway ? I guess most monarchs were 'dictators' and they weren't all bad. They also had constitutions and laws to abide by. Unless you use the term dictator in the modern sense as someone who abuses their power and holds it against the wishes of his own people.
