My computer runs on a legacy IDE HDD. I wonder if I install Civ4 on a flash drive and run from there, it could run faster?

That couldn't affect anything other than the time it takes to load the program.

Loading the program, for sure. Movie load times, maybe?
I did notice the program loaded a lot faster when I moved it off of an encrypted partition.
