Starting Locations

I am having trouble getting the map editor to let me manually plant civilization starting points. I know it's likely just a matter of making a correction or two in the 'edit rules' area, but I have no idea where.

On editor set the active player you want first (on the shield with a strip icon), then go to the "select overlay" icon (ít´s a grassland with a river tile over it) and select "player starting location".

Sorry I was not clear. I've been right clicking on the spots (another way to get the same result as what was given above), and the Starting locations and colony options are not accessible. Again, I know it is something simple I've done somewhere to get the computer to do that, but I am at a loss to find the problem.
