As My and Gum point out, your 2nd city should be closer, almost indefinitely 3-4 tiles away from capital IMO unless blocking off a peninsula. Also, I found archery to never be necessary on IMM pangea.

This is defintely my steepest learning curve jumping from Emp to Imm - cost of (especially distant) cities and learning that 3 or 4 cities that are GOOD is usually better than 6 or 7 cities that are mediocre.
