    Assuming you are on a large land mass;

    Since corruption levels are proportional to the distance from the Capital.

    Is it (a) better to move your starting settler away from a coast towards the centre of the land mass


    (b) later build a Palace in a city located in the centre of the land mass

    thus having more cities closer to the Capital?

    Unless you are placing with less than the max # of opponenets you are probably wanting to save yourself the production loss. I would form your capital where it is and get 4-5 other cities first. In the city you want as your capital make sure it has higher population than all the others. Click Abandon city (or build a settler at pop 2) in your capital and your palace will automatically move to your biggest city!
