Status of self election for diplo victory in Warlords?

A question to the mob ... I know that vanilla you can win diplo with all the votes yourself, and in BTS you cannot, but I have lost track of what the status in is Warlords ... is it like vanilla, or did they make it like BTS in one of the patches?

Well, since the Christmas Victory option was not selected ...

Maybe Santa is tired ... after all he is used to working only one day a year ... and just wants to find the fastest way to get back to his 364 day tropical vacation ...
