How does precision bombing work? (in C3C)

I've never built these, and finally built my first Stealth Bomber. Civilopedia notes that they can perform precision strikes with (p) but nothing happens when i hit (p) on the keyboard and there's no icon for it.

Just building a Stealth Bomber isn't enough to perform precision bombing. You have to research another tech that allows the action (I think it is Smart Weapons). The difference between Precision Bombing and regular Bombing is that Precision bombing targets City Improvements. If the city doesn't have any improvements, population will be lost.
