I read a while back a question as to why the Stealth Fighter has an attack value when it cannot perform air interdiction missions by default.

I think I may have the answer to this, or maybe not.

I recently added a land unit with collateral damage and with a bombard attack. When I attacked a city I noticed that in addition to killing the defending units, a times, structures and improvements were also being destroyed.

It is therefore likely that attack strength is used in terms of collateral damage.

On the other hand units such as the stealth bomber do not have an attack value but have a collateral damage function. In this case, I think that the role of the unit may have an impact as well.

IIRC, the collateral damage is determined based on the unit's bombard value, not the attack value, so it seems the mystery of the stealth fighter attack value continues....
