Steam Mill has 3 base hammers instead of 5

Hey everyone, just a small oversight I think I noticed, the Factory has 5 base hammers but when I hover over the Steam Mill it says it only provides 3 hammers.

Put it up on GitHub and they will determine whether it's a bug or not.
