Steam - Scenario Editor is where?

I’m playing Civ 3 for the first time in over a decade, after buying it “complete” on Steam. After playing some games I want to use the scenario editor to create my own game to play, which I remember being a lot of fun with the continents I’d make. But I can’t find out how to access it anywhere? I’m on a PC laptop using Windows 11.

It's also been a while, I don't know about the Steam version but I think you want to go into the game files & find something like Civ3Edit.exe

This is broadly correct, but just to add to it, IIRC that particular filename is the editor for the original (16-Civ) version of the game, not for the (31-Civ) Conquests expansion. The Conquests Editor is, as you might expect, in the ../[Civilization3]/Conquests/ subdirectory.
