Steam Won't Restart BTS to Load Mod

I'm having a lot of difficulty with the Steam version of BTS. 95/100 times I try to load a mod the game won't properly restart itself and I'm left staring at my desktop. I'm running version 3.19, and FWIW it does work very rarely (properly restarting in mod-mode that is). For the life of me I cannot figure out anything different between the many times it doesn't work and the few it does. I tried searching both the forums and google, but could not find a similar issue. Suggestions?

you can force any mod in the civilizationIV.ini just set the line that says
mod= 0
to mod= exactmodname

not sure whether doing the same in the shortcuts works in Steam - but you can try by making a copy of the shortcut and adding the mod parameter to the target line, e.g. in non-steam bts the shortcut target for the Fall from Heaven 2 mod looks like this:

"\Program Files\Firaxis Games\Sid Meier's Civilization 4\Beyond the Sword\Civ4BeyondSword.exe" mod=\Fall from Heaven 2
