Steam Workshop doesn't work

Hi, I was wondering if I'm the only one where the steam workshop doesn't seem to work. I can access it normally, if I subscribe it will download and then I can activate or deactivate it. Everything seems normal until here. But when setting up a game I just can't see new maps or new civs, and ingame mods like the R.E.D. Modpack don't seem to take effect either. I wonder what causes this problem and how I can fix it.
I have Gods and Kings and the mods seem to be at the newest version (one even got an update today). Is it just not activated in Europe yet or what?
 
I'm having problems with the "get mods" button not working for me in the game, so I cannot access the Steam Workshop from within the game as yet; however, my mods do show up and work OK.

You might want to check and see that the game recognizes where your files are kept. I seems to me that the game is not seeing where your mods are located on your hard drive.
 
Or as has been mentioned any characters in any related file path that have special "markings" added to the character will probably trip up anything related to Civ V.
 
I cannot find ANY download button... I can browse between mod, but I cannot download anything. What is the process...?

My issue was much the same, I wasn't getting any mods in the Mods list inside the game after clearly subscribing to them on Steam. Turned out that my old cache files were somehow corrupting the mods.

C:\Users\<USERNAME>\Documents\My Games\Sid Meier's Civilization 5\cache

Substitute <username> with your Windows user account and try deleting everything inside the cache folder. Backup the folder if you feel it's neccessary.
 
Yeah Steam is pretty much a ****** mod organizer. What does your MODS folder look like? Are there folders in it, like;

R.E.D. Modpack (v 27)
Throne Room (v 3)

Or is it completely empty? If you'd like I can upload a small mod for you to drop in the MODS folder and see if that would activate?

Also, I tried downloading, well 'subscribing' to another mod and seeing where exactly would Steam download the mod. To my surprise it wasn't in cache/downloads; but when I started playing Civ5 again last month I clearly remember Steam downloading some files to that directory. Even the time stamp, 26.11.2013 11:45 indicates this is correct.

Even though Steam doesn't touch that folder, the mod downloads and is present in the game. After exiting the game a folder for the mod is created under the MODS folder. Question is where does it drop the files beforehand? If you had that I imagine you could move them to the MODS folder yourself.
 
It probably creates a temp cache file and then deletes it.
