Stepwell+housing after sanitation?

Stepwell provide +1 housing normally, and it also works well when I'm counting the housing in a city, but it seems strange when I discovered sanitation.
In the first picture, I had 2 farm and 1 stepwell it should provide 1+2 housing but only 2 by improvment

In the second picture, I had 2 pasture+1 fishing boat but providing 3 housing


I keep testing and find out that the +1 housing was given to the city owning the stepwell on the turn when I discovered sanitation. When I change the owner the +1 housing seems will not change.

The city calculations are not immediate for everything, was this the case even next turn?

Many city calculations are done at turn end, even if some are done immediately, as with many other similar games. Check the next turn.

Yes, it doesn't change in the later entire game.
